Research and Evaluation Policy
More so than ever before, calls for scientifically-based research permeate educational practice and policy. The focus on increasing achievement and outcomes for all students has generated a call for instruction that is grounded in scientifically-based research; however determining standards for such research has generated much debate in the education policy community. Seeking to enhance the scientific standards of education research, the Education Reform Act of 2002 created the Institute of Education Sciences (IES), modeled after the National Institutes of Health. This new agency is at the forefront of enhancing the rigor of research and evaluation in education.
As policy-makers work in an environment of tight budgets and shrinking funds, the role of evaluation has become more significant. Policy-makers want to be assured that the programs they are funding are effective and efficient. Rigorous program evaluation plays an increasingly important role in policy-makers' decisions on authorizations and appropriations for educational programs.
