The Federal Budget and Appropriations Process
There is no such thing as a "normal" year in Washington DC and this is especially true with the federal budget and appropriations process. While we know the federal budget process starts each year with the president's State of the Union address and is scheduled to end September 30, what happens in between these dates is always unique.
Each federal program has its own particular relationship to the annual appropriations process. Some entitlement programs are subject to possible cuts through the budget resolution; large discretionary programs are continually subjected to efforts by members of Congress to change their mission; and many smaller programs survive under the specter of elimination.
